One that was on television daily for far too long spreading his lies, which the presidency, the Congress, the state Governors, the local politicians, the overwhelming majority of doctors, and of course the big pharmaceutical corporations enlisted to make hundreds of billions of dollars, and the trusting American and world public were caught up in believing. The world believed. One man. Imagine that. And if questioning him? Oh my…the consequences!

Judicial Watch: Records Show Funding for EcoHealth/Wuhan Institute Research to Create Coronavirus ‘Mutants’

(Washington, DC) – Judicial Watch announced today it received 552 pages of records from the U.S. Department of Health and Human Services (HHS) which include the initial grant application and annual reports to the National Institutes of Health (NIH) from EcoHealth Alliance, describing the aim of its work with the Wuhan Institute of Virology in China to create mutant viruses “to better predict the capacity of our CoVs [coronaviruses] to infect people.”

Eco Health planned to sequence the spike protein from coronaviruses obtained from bats for the purpose of “creating mutants to identify how significantly each would need to evolve to use ACE2,” which is explained as “the receptor to gain entry to human cells.”

Judicial Watch obtained the records through a Freedom of Information Act (FOIA) request it filed in December 2021 for:

All reports submitted by EcoHealth Alliance to NIH or its sub-agencies related to NIH Grant No. 1R01A|110964 titled “Understanding the Risk of Bat Coronavirus Emergence” during the term of the grant.

In the initial “Application for Federal Assistance” submitted on June 5, 2013, by EcoHealth Alliance, a section is titled “Specific Aims,” which notes the intention to create mutant bat viruses and “predict the capacity of our CoVs [coronaviruses] to infect people:”

To understand the risk of zoonotic CoV [coronavirus] emergence, we propose to examine 1) the transmission dynamics of bat-CoVs across the human-wildlife interface; and 2) how this process is affected by CoV evolutionary potential, and how it might force CoV evolution. We will assess the nature and frequency of contact among animals and people in two critical human-animal interfaces: live animal markets in China and people who are highly exposed to bats in rural China.

“Specific Aim 3” discusses “Testing predictions of CoV inter-species transmission:”

We will test our models of host range (i.e. emergence potential) experimentally using reverse genetics, pseudovirus and receptor binding assays, and virus infection experiments in cell culture and humanized mice. With bat-CoVs that we’ve isolated or sequenced, and using live virus or pseudovirus infection in cells of different origin or expressing different receptor molecules, we will assess potential for each isolated virus and those with receptor binding site sequence to spill over. We will do this by sequencing the spike (or other receptor binding/fusion) protein genes from all our bat-CoVs, creating mutants to identify how significantly each would need to evolve to use ACE2, CD26/DPP4 (MERS-CoV receptor) or other potential CoV receptors.

In the continuing discussion of the aims of the research, the report states:

In vitro [outside the body] cell lines & Humanized mouse model: We have developed primary cell lines and transformed cell lines from 9 bat species using kidney, spleen, heart, brain and intestine. We have used these for virus isolation, infection assays and receptor molecule gene cloning. We also have a large number of cell lines from humans and animals that we will use for virus infectivity assays. We have obtained a letter of support from Dr Ralph Baric, who is keen to collaborate with us initially to infect his humanized mouse model with our bat SL-CoV [SARS-Like Coronavirus] that uses ACE2, and subsequently to use other CoVs that we identify …

The results will provide information whether bat-CoVs could use known bat and human ACE2, DPP4 or other known CoV receptors to enter cells, and allow us to determine critical receptor binding sites, viral host range, and to better predict the capacity of our CoVs to infect people. [Emphasis in original]

EcoHealth Alliance’s $3.3 million grant to fund a project titled “Understanding the Risk of Coronavirus Emergence” was initially to run from October 1, 2013, to September 30, 2018. The first “Project/Performance Site Location” is the Wuhan Institute of Virology. Three other Chinese sites follow: East China Normal University in Shanghai, Yunnan Institute of Endemic Disease Control and Prevention in Dali, and the Center for Disease Control and Prevention of Guangdong in Guangzhou.

On May 27, 2014, the NIH awarded EcoHealth Alliance $3,086,735 over five years for “Understanding the Risk of Bat Coronavirus Emergence.”

An EcoHealth Alliance grant application, received by the NIH on June 5, 2013, includes a list of “Senior/Key Personnel” including Shi Zhengli and Zhang Yun-Zhi of the Wuhan Institute of Virology (WIV); Peter Daszak, CEO of EcoHealth Alliance; and other Chinese scientists, including Ke Changwen of the Chinese “CDC and Prevention of Guangdong Province.”

A section of the EcoHealth Alliance application titled “EcoHealth Alliance Budget Justification” describes some of the work to be conducted by EcoHealth scientists in China:

A research scientist will be hired at 12 months time per year to provide direct assistance and oversight of field activities in China; maintain equipment and logistics; and coordinate animal and human sample shipment to the labs in China and in the US.

Once we secure IRBs [Institutional Review Boards] for human sampling in Y1 [Year 1], we will hire three medical officers from China provincial CDCs [Centers for Disease Control] as consultants to work in Guangxi, Hunan, and Fujian during Y2-Y5. These medical officers will be responsible for IRB approved human sampling as well as maintaining cold chain for storage and shipping samples.

Dr. Zhengli Shi, Senior Virologist. [Redacted] per year in Y1 -Y5. Dr. Shi will oversee the coronavirus screening for all samples collected in China. She will work with the PI [Principal Investigator], Co-Investigators, and Senior/Key Personnel to analyze data and write manuscripts. She will also coordinate data and material sharing with the co-investigators.

In a budget calculation for the year 2014-15, the Wuhan Institute of Virology as a sub-awardee of the grant was allocated to receive $128,718 in direct costs and $10,297 in indirect costs from NIH. The salaries of Shi Zhengli and a Wuhan Institute of Virology colleague Ge Xingyl are redacted from the budget. Over the five years of the grant, the Wuhan lab was to receive $749,976.

RNA Extractions

We will be running RNA extractions for 1,000 bats per year (three sample per bat: oral, anal, and blood) in each year … Extracted RNA per animal will be pooled.

DNA Sequencing

In each year of the project, DNA sequencing will be performed on 3,200 samples at a cost of $2.91 per reaction….

Laboratory Supplies

We request support for in vitro infection experiments using pseudoviruses carrying the spike proteins (wild type or mutants) or live viruses in cell lines of different origins, binding affinity assays between the spike proteins (wild types or mutants) and different cellular receptor molecules, and humanized mouse experiments.

The Year 2 annual report for the bat coronavirus project, budget period June 1, 2016, to May 31, 2017, under “Specific Aim 3,” states:

Testing predictions of CoV inter-species transmission. The following experiments will be undertaken in Year 2:

• Humanized mice with human ACE2 receptors will be infected with WIV1 and the two rescued chimeric SARS-like coronaviruses to determine the tissue tropism and pathogenicity of bat SL-CoV.
• Isolation of novel bat coronaviruses. Live virus or pseudovirus will be used to infect cells of different origin or expressing different receptor molecules. Spillover potential for each isolated virus will be assessed.
• An infectious clone of full-length MERS-CoV [Middle East Respiratory Syndrome coronavirus] will be constructed using reverse genetic method. Using the S [spike] sequence of different MERS-related viruses identified from Chinese bats, the chimeric viruses with S gene of bat MERS-related coronaviruses and backbone of the infectious clone of MERS-CoV will be constructed to study the receptor usage and infectivity of bat MERS-related coronaviruses.

Among the “Additional Year 2 items for Specific Aim 3” are:

• The infectious clone of WIV1 was successfully constructed using reverse genetic methods;
• Two chimeric bat SARS-like coronavirus strains were constructed by replacing the S [spike] gene in the backbone of WIV1;
• Permission to import mice with human ACE2 to China was obtained, so as to conduct the experimental infections proposed in our R01 specific aims.

The annual report submitted for Year 3 of the grant project, budget period June 1, 2017, to May 31, 2018, under the heading “Specific Aim 3: Testing predictions of CoV inter-species transmission,” notes:

In Year 3, we successfully isolated Rs4874 from the single [bat] fecal sample. Using the reverse genetic system we previously developed, we constructed two chimeric viruses with the WIV1 backbone replaced with the S [spike] gene of Rs7327 and Rs4231, respectively. Vero E6 cells were respectively infected with Rs4874, WIV1-Rs4231S and WIV1-Rs7327S, and efficient virus replication was detected by immunofluorescence assay in all infections. To assess the usage of human ACE2 by the three novel SL-CoVs, we conducted virus infectivity studies using HeLa cells with or without the expression of human ACE2. All viruses replicated efficiently in the human ACE2-expressing cells.

In the Year 4 annual report, budge period June 1, 2018, to May 31, 2019, submitted to NIH by EcoHealth on September 16, 2020, in answer to the question “How Have the Results Been Disseminated to Communities of Interest,” the report details that Peter Daszak and WIV lab director Shi Zhengli briefed their findings to, among others, the Defense Advanced Research Projects Agency (DARPA), the National Natural Science Foundation of China, the Chinese Center for Disease Control and Prevention, and the Chinese Academy of Sciences.

Among the accomplishments listed in the Year 4 report is: “In vivo [experimentation done in a whole organism] infection of SARSr-CoVs with variants of S [spike] protein in human ACE2 (hACE2) expressing mice.”

The report also includes information about the construction of viruses of “varying pathogenicity” and testing them on humanized mice:

Using the reverse genetic methods we previously developed, infectious clones with the WIV1 [bat SARS-like coronavirus] backbone and the spike protein of SHC014, W IV16 and Rs4231, respectively, were constructed and recombinant viruses were successfully rescued. In Year 4, we performed preliminary in vivo infection of SARSr-CoVs on transgenic mice that express hACE2. Mice were infected with 105 pfu of full-length recombinant virus of W IV1 (rWIV1) and the three chimeric viruses with different spikes. Pathogenesis of the 4 SARSr-CoVs was then determined in a 2-week course. Mice challenged with rWIV1-SHC014S have experienced about 20% body weight loss by the 6th day post infection, while rWIV1 and rWIV-4231 S produced less body weight loss. In the mice infected with rWIV1 -WIV16S, no body weight loss was observed (Fig. 35a). 2 and 4 days post infection, the viral load in lung tissues of mice challenged with rWIV1-SHC014S, rWIV1-WIV16S and rWIV1-Rs4231 S reached more than 106 genome copies/g and were significantly higher than that in rWIV1-infected mice (Fig. 35b). These results demonstrate varying pathogenicity of SARSr-CoVs with different spike proteins in humanized mice.

In a revised award dated July 13, 2020, the NIH granted additional funds, including $77,750 to the University of North Carolina-Chapel Hill, $76,301 to the Wuhan Institute of Virology, and $75,600 to the Institute of Pathogen Biology of China.

The 2020 renewal application to extend funding for the Wuhan bat research projects states that EcoHealth would not be working with “select agents” (severe threats), such as SARS-CoV, but rather with a SARSr-CoV molecular clone designated WIV1 which, while a “BSL3” (biosafety level 3) pathogen, was not considered a select agent.

The select agent research was to be conducted at Ralph Baric’s lab at the University of North Carolina-Chapel Hill.

A section titled “P3CO Research” notes:

Importantly, we are not proposing to genetically manipulate SARS-CoV over the course of this proposal. [Emphasis in original] However, we are proposing to genetically manipulate the full length bat SARSr-CoV WIV1 strain molecular clone during the course of this proposal, which is not a select agent, has not been shown to cause human infections, and has not been shown to be transmissible between humans.

The same 2020 renewal application states: “This project is a multi-institutional collaboration led by EcoHealth Alliance, New York (Daszak, PI), which will subcontract funds to three institutions: the Wuhan Institute of Virology (Dr. Shi), the University of North Carolina at Chapel Hill (Dr. Baric), and the Institute of Pathogen Biology (Dr. Ren).”

“A review of these and other documents strongly suggest that U.S. funding in China and elsewhere for mutant virus, gain-of-function research may have been responsible for the emergence of the COVID pandemic in Wuhan,” said Judicial Watch President Tom Fitton. “This gain-of-function scandal should be the subject of criminal investigations.”

Through FOIA, Judicial Watch has uncovered a substantial amount of information about COVID-19 issues:

• HHS records included emails of then-Director of the National Institutes of Health (NIH) Francis Collins showing a British physicians’ group recommended the use of Ivermectin to prevent and treat COVID-19.
• Heavily redacted HHS records showed that just two days prior to FDA approval of the Pfizer-BioNTech COVID-19 vaccine a discussion was held between U.S. and UK health regulators regarding the COVID shot and “anaphylaxis,” with the regulators emphasizing their “mutual confidentiality agreement.”
• Judicial Watch obtained HHS records regarding data Moderna submitted to the FDA on its mRNA COVID-19 vaccine, which indicated a “statistically significant” number of rats were born with skeletal deformations after their mothers were injected with the vaccine. The documents also revealed Moderna elected not to conduct a number of standard pharmacological studies on the laboratory test animals.
• Heavily redacted records from the FDA regarding the COVID-19 booster vaccine detailed pressure on COVID booster use and approval.
• HHS records detailed internal discussions about myocarditis and the COVID vaccine. Other documents detail adverse “events for which a contributory effect of the vaccine could not be excluded.”
• Judicial Watch uncovered HHS records detailing the extensive media plans for a Biden administration propaganda campaign to push the COVID-19 vaccine.
• HHS records revealed previously redacted locations of COVID-19 vaccine testing facilities in Shanghai, China. The FDA had claimed the name and location of the testing facilities were protected by the confidential commercial information exemption of the FOIA.
• NIH records showed an FBI “inquiry” into the NIH’s controversial bat coronavirus grant tied to the Wuhan Institute of Virology. The records also show National Institute of Allergy and Infectious Diseases (NIAID) officials were concerned about “gain-of-function” research in China’s Wuhan Institute of Virology in 2016. The Fauci agency was also concerned about EcoHealth Alliance’s lack of compliance with reporting rules and use of gain-of-function research in the NIH-funded research involving bat coronaviruses in Wuhan, China.
• Texas Public Information Act (PIA) records showed the former director of the Galveston National Laboratory at the University of Texas Medical Branch (UTMB), Dr. James W. Le Duc, warned Chinese researchers at the Wuhan Institute of Virology of potential investigations into the COVID issue by Congress.
• HHS records regarding biodistribution studies and related data for the COVID-19 vaccines showed how a key component of the vaccines developed by Pfizer/BioNTech, lipid nanoparticles (LNPs), were found outside the injection site, mainly the liver, adrenal glands, spleen and ovaries of test animals, eight to 48 hours after injection.
• Records obtained from HHS through a FOIA lawsuit related to hydroxychloroquine and COVID-19 revealed that a grant to EcoHealth Alliance was cancelled because of press reports that a portion of the grant was given to the Wuhan Institute of Virology.
• HHS records revealed that from 2014 to 2019, $826,277 was given to the Wuhan Institute of Virology for bat coronavirus research by the NIAID.
• NIAID records showed that it gave nine China-related grants to EcoHealth Alliance to research coronavirus emergence in bats and was the NIH’s top issuer of grants to the Wuhan lab itself. The records also included an email from the vice director of the Wuhan Lab asking an NIH official for help finding disinfectants for decontamination of airtight suits and indoor surfaces.
• HHS records included an “urgent for Dr. Fauci ” email chain, citing ties between the Wuhan lab and the taxpayer-funded EcoHealth Alliance. The government emails also reported that the foundation of U.S. billionaire Bill Gates worked closely with the Chinese government to pave the way for Chinese-produced medications to be sold outside China and help “raise China’s voice of governance by placing representatives from China on important international counsels as high level commitment from China.”
• HHS records included a grant application for research involving the coronavirus that appears to describe “gain-of-function” research involving RNA extractions from bats, experiments on viruses, attempts to develop a chimeric virus and efforts to genetically manipulate the full-length bat SARSr-CoV WIV1 strain molecular clone.
• HHS records showed the State Department and NIAID knew immediately in January 2020 that China was withholding COVID data, which was hindering risk assessment and response by public health officials.
• HHS records show that NIH officials tailored confidentiality forms to China’s terms and that the World Health Organization (WHO) conducted an unreleased, “strictly confidential” COVID-19 epidemiological analysis in January 2020.
• Fauci emails include his approval of a press release supportive of China’s response to the 2019 novel coronavirus.

Judicial Watch: New Fauci Agency Covid-19 Records Reveal Information about NIH Research into the Coronavirus

(Washington, DC) – Judicial Watch announced today that it received 221 pages of records from the Department of Health and Human Services (HHS) which include a grant application for research involving the coronavirus that was submitted in 2018. The grant application appears to describe “gain-of- function” research involving RNA extractions from bats, experiments on viruses, attempts to develop a chimeric virus and efforts to genetically manipulate the full-length bat SARSr-CoV WIV1 strain molecular clone. 

The documents were obtained by Judicial Watch through a Freedom of Information Act (FOIA) lawsuit for records of communications, contracts and agreements with the Wuhan Institute of Virology. The lawsuit specifically requests records about National Institute of Health (NIH) grants that benefitted the Wuhan Institute of Virology (Judicial Watch, Inc. v. U.S. Department of Health and Human Services (No. 1:21-cv-00696)).

On January 27, 2020, National Institute of Allergy and Infectious Diseases (NIAID) official David Morens emailed Chief of Staff Greg Folkers in a heavily redacted thread, writing:

[S]ome background on our support of the Ecohealth group (Peter Daszak et al), which has for years been among the biggest players in coronavirus work, also in collaboration with Ralph Baric, Ian Lipkin and others. [Redacted].

NIAID has been funding Peter’s group for coronavirus work in China for the past 5 years through [grant] R011R01A|110964: “Understanding the Risk of Bat Coronavirus Emergence.” That’s now been renewed, with a specific focus to identify cohorts of people highly exposed to bats in China, and work out if they’re getting sick from CoVs.… Collaborators include Wuhan Institute of Virology (currently working on the nCoV) and Ralph Baric. The results of the work to date include:

Also, prior to the above R01, Peter’s folks worked under an R01 with Eun-Park as Program Officer on viral discovery in bats, and originally identified SARS-CoV as having a likely origin in bats (published in Science).

Folkers forwards the message to Anthony Fauci and others.

In a “Notice of Award” dated July 13, 2020, the NIH increased the amount of NIH money going to Peter Daszak’s firm, EcoHealth Alliance, by $369,819 with a project period that runs from June 1, 2014, through June 30, 2025, for Daszak’s project “Understanding the Risk of Bat Coronavirus Emergence.”

EcoHealth was to receive $637,980 in each of the years 2019 through 2024 under the grant.

The award’s writers specifically direct funds “for activity with Wuhan Institute of Virology in the amount of $76,301” and “for activity with Institute of Pathogen Biology [located in China] in the amount of $75,301.” Funds also went to the University of North Carolina-Chapel Hill. The award’s writers also indicate that research associated with the award was also being conducted at East China Normal University in China and to Duke-NUS Medical School in Singapore. The specialists overseeing the award note that, “This award may include collaborations with and/or between foreign organizations.” The specialists also note that award grantees using “Highly Pathogenic Agents” “may warrant a biocontainment safety facility of BSL3 or higher.” The grantee is also required to report “Any changes in the use of the Agent(s) or Toxin(s) including its restricted experiments that have resulted in a change in the required biocontainment level, and any resultant change in location.” The NIH Grants Management Specialist overseeing the award was Shaun W. Gratton and the NIH Program Official was Erik J. Stemmy. Of the 17 “Senior/Key Personnel” assigned as researchers on the project, seven worked at Chinese institutions.

The site locations in an EcoHealth grant application submitted November 5, 2018, for coronavirus research included EcoHealth Alliance in New York City, the University of North Carolina in Chapel Hill, the Wuhan Institute of Virology, and the Institute of Pathogen Biology in Beijing, China. Among the “aims” listed, the applicants write, “We will sequence receptor binding domains (spike proteins) to identify viruses with the highest potential for spillover which we will include in our experimental investigations.” In the third “aim”, they continue “We will use S protein sequence data, infectious clone technology, in vitro and in vivo infection experiments and analysis of receptor binding to test the hypothesis that % divergence thresholds in S protein sequences predict spillover potential.”

In a description of the Wuhan lab, the writers of the application note that, “The Wuhan Institute of Virology is a World Health Organization collaborating center” and had a “long-time (>15 years) partnership with EcoHealth Alliance.”

In his “personal statement” in the grant application, Dr. Peter Daszak writes about his “20+ years of NIH-funded research.” Among his awards, Daszak notes he was a 1999 recipient of the CDC’s “Meritoriouos service award,” had a species of centipedes named after him (“Crytops daszaki”), as well as having a “new parasite species” named after himself (“Isospora daszaki”), and is an elected member of the Kosmos Club in Washington, DC. He also says he’s a member of the U.S. “National Institute of Medicine” which he abbreviates as “NAM.” In his “Contributions to Science,” Daszak notes, “Collaborating with virologists in China, we have isolated and characterized SARS-like CoVs from bats that use the same host cell receptor (AACE-2) as SARS-CoV.”

In a personal biography section of the above grant application, Dr. Shi Zhengli, head of the Wuhan Institute of Virology, notes that one of her ongoing research projects, with a duration of January 1, 2018, to December 31, 2021, and sponsored by the National Natural Science Foundation of China, involves, “Evolution mechanism of the adation [sic] of bat SARS-related coronaviruses to host receptor molecules and the risk of interspecies infection.”

Prof. Ralph Baric of UNC-Chapel Hill also has his biographical information listed in the grant application, and this includes his participation in a 2015 workshop relating to “Trends in Synthetic Biology and Gain of Function and Regulatory Implications”, a 2015 China-US workshop involving “Challenges of Emerging Infections, Laboratory Safety, and Global Health Security,” and participation in a 2014 working group on “Risks and Benefits of Gain of Function Research.” Among Baric’s “major accomplishments” cited was a study involving “reconstruction of civet and bat CoV from in silico sequence, the first reported recovery of recombinant bat viruses, and characterization of host range phenotypes in vitro and in vivo.” Baric writes that “Several CoV infectious cDNA clones are available in the lab, including SARS-CoV, MERS-CoV, conventional human and model CoVs, and several bat CoVs with pandemic potential.”

In the “Application for Federal Assistance,” for the project “Understanding the Risk of Bat Coronavirus Emergence,” the costs for the first year (2019-2020) of the EcoHealth Alliance project application totaled $736,996.

The second year (2020-2021) costs total $712,441.

The third year (2021-2022) costs total $712,441.

The fourth year (2022-2023) costs total $712,441.

The fifth year (2023-2024) costs total $712,441.

However, in July 2020, HHS wrote a letter to EcoHealth Allince regarding funding:

[T]he NIH has received reports that the Wuhan Institute of Virology (WIV), a subrecipient of EcoHealth Alliance under R01AI110964, has been conducting research at its facilities in China that pose serious bio-safety concerns and, as a result, create health and welfare threats to the public in China and other countries, including the United States.

We have concerns that WIV has not satisfied safety requirements under the award, and that EcoHealth Alliance has not satisfied its obligations to monitor the activities of its subrecipient to ensure compliance.

Therefore, effective the date of this letter, July 8, 2020, NIH is suspending all activities … until such time as these concerns have been addressed to NIH’s satisfaction.

Among the budget items in the EcoHealth grant application, was one for supplies for “bats trapping” and “viral transport media.” The total salary, wages and fringe benefits to be paid to the “Senior/Key Person” over the 5-year project totaled $1,118,565.00.

The NIAID funds to be allocated to the Wuhan Institute of Virology for this project for each of the years 2019-2020, 2020-2021, 2021-2022, 2022-2023, and 2023-2024 was $76,301, or a total over five years of $381,505.

The Wuhan Institute of Virology’s role in the project, overseen by Dr. Shi Zhengli would include “running RNA extractions for 1,000 bats per year (two samples per bat: rectal and blood) in each year of the project,” costing $6,214 per year. The Wuhan Institute of Virology also requested “support for in vitro experiments using pseudoviruses carrying the spike proteins … or live viruses in cell lines of different origins, binding affinity assays between the spike proteins … and different cellular receptor molecules, and humanized mice experiments.”

In a discussion of their research to date, the grant applicants wrote, “In collaboration with Ralph Baric (UNC), we used the SARS-CoV reverse genetics system … to generate a chimeric virus with a mouse-adapted SARS-CoV backbone expressing SHC014 S protein with 10% sequence divergence from SARS-DoV S. This chimera replicated in human airway epithelium, using the human ACE2 receptor to enter cells … Thus, SARS-CoVs with diverse variants of SL-CoV S protein without deletions in the RBD can use human ACE2 as receptor for cell entry.” [Emphasis in original]

In a discussion of the rationale of one of the aims of the project, the applicants write, “we aim to expand the known diversity of SARSr-CoVs by over 125 strains, targeting 10-25% S protein divergence that we predict infers high spillover risk and evasion of immune therapeutic and vaccine efficacy.” They continue, “We will … construct chimeric SARSr-CoVs using the WIV1 backbone and these S genes as done previously.” They go on, “Construction of chimeric SARSr-CoV viruses: infectious clones with the S gene of novel SARSr-CoVs and the SARSr-Cov WIV1 genome backbone using the reverse genetic system developed in our previous R01.”

In a section titled “P3CO Research”, the applicants write: “Recognizing the implementation of new gain of function research guidelines under P3CO [Potential Pandemic Pathogen Care and Oversight], SARS-CoV and MERS-CoV are subject to these guidelines, and as such, reverse genetic studies are subject to review … Importantly, we are not proposing to genetically manipulate SARS-CoV over the course of this proposal. However, we are proposing to genetically manipulate the full length bat SARSr-CoV WIV1 strain molecular clone during the course of the proposal, which is not a select agent, has not been shown to cause human infections, and has not been shown to be transmissible between humans.” [Emphasis in original]

In an October 31, 2018, letter from the director of the Wuhan Institute of Virology, Dr. Yangyi Wang, to Peter Daszak, president of EcoHealth Alliance, requesting permission to take part in the NIAID funded project, he tells Daszak:

Understanding and preventing exposure and transmission of zoonotic diseases from wildlife to humans remains a high priority for prevention of pandemics. In our discussion with EcoHealth Alliance, we have agreed to participate in activities that will strengthen the ability of China and other countries in the region to respond to epidemic disease outbreaks – particularly those of animal origin. To assist in this study, we will provide participating laboratories in China with human samples both new and archived and support research in bat coronaviruses.

We at Wuhan Institute of Virology, Chinese Academy of Sciences, look forward to our continued collaborations with the EcoHealth Alliance team and working further on this worthwhile study.

“These records are proof positive that U.S. tax dollars were dishonestly used by Fauci’s agency to fund ‘gain of function’ coronavirus research,” said Judicial Watch President Tom Fitton.

In August, Judicial Watch obtained records from HHS that include an “urgent for Dr. Fauci” email chain which cites ties between the Wuhan lab and the taxpayer-funded EcoHealth Alliance. The government emails also report that the foundation of U.S. billionaire Bill Gates worked closely with the Chinese government to pave the way for Chinese-produced medications to be sold outside China and help “raise China’s voice of governance by placing representatives from China on important international counsels as high level commitment from China.”

In July, Judicial Watch obtained records from NIAID officials in connection with the Wuhan Institute of Virology revealing significant collaborations and funding that began in 2014. The records revealed that NIAID gave nine China-related grants to EcoHealth Alliance to research coronavirus emergence in bats and was the NIH’s top issuer of grants to the Wuhan lab itself.

In June, Judicial Watch announced that it filed Freedom of Information Act (FOIA) lawsuits against the Office of the Director of National Intelligence (ODNI) and the State Department for information on the Wuhan Institute of Virology and the origins of the SARS-CoV-2 virus.

Also in June, Judicial Watch obtained records from HHS revealing that from 2014 to 2019, $826,277 was given to the Wuhan Institute of Virology for bat coronavirus research by the NIAID. 

In March, Judicial Watch publicly released emails and other records of Fauci and Dr. H. Clifford Lane from HHS showing that NIH officials tailored confidentiality forms to China’s terms and that the WHO conducted an unreleased, “strictly confidential” COVID-19 epidemiological analysis in January 2020. Additionally, the emails reveal an independent journalist in China pointing out the inconsistent COVID numbers in China to NIH’s National Institute of Allergy and Infectious Diseases’ Deputy Director for Clinical Research and Special Projects Lane.

In October 2020, Judicial Watch uncovered emails showing a WHO entity pushing for a press release, approved by Fauci, “especially” supporting China’s COVID-19 response.

Judicial Watch Sues National Intelligence Director for Records on Covid-19 Origins and Coronavirus Research

(Washington, DC) – Judicial Watch announced today that it filed a Freedom of Information Act (FOIA) lawsuit against the Office of the Director of National Intelligence (ODNI) for records and communications of its employees with other government officials regarding coronaviruses, the Wuhan Institute of Virology (WIV), and related Covid-19 research (Judicial Watch Inc. v. Office of the Director of National Intelligence (1:26-cv-01234)).

Judicial Watch sued in the U.S. District Court for the District of Columbia after the Office of the Director of National Intelligence failed to respond to a November 20, 2025, FOIA request for: 

Records and communications of any ODNI employees, contractors, or individuals detailed to ODNI and any of the following individuals that contain these keywords: coronavirus, COVID 19 (in any form). Severe Acute Respiratory Syndrome, SARS, Wuhan, bats.

The initial Covid-19 outbreak began in Wuhan, China, in late 2019. Covid-19 entered the conversation in the U.S. in January 2020.

 On October 30, 2025, as Chairman of the Senate Committee on Homeland Security and Governmental Affairs, Sen. Rand Paul (R-KY) sent a letter to Tulsi Gabbard, director of National Intelligence, requesting records related to the Committee’s investigation into the origins of Covid-19 and risky life sciences research.

Paul’s letter pointed out that members of the U.S. Intelligence Community (IC) were in contact with Dr. Ralph Baric, a coronavirus expert and collaborator with Dr. Zhengli Shi of the Wuhan Institute of Virology (WIV), well before the outbreak of the global pandemic. Paul stated that Baric’s relationship with the Intelligence Community dated back to at least 2015:

[I]n a September 2015 email, the Office of the Director of National Intelligence (ODNI) and the Central Intelligence Agency (CIA) contacted Dr. Ralph Baric, a scientist who collaborated with the Wuhan Institute of Virology (WIV), to discuss a “possible project” relating to “[c]oronavirus evolution and possible natural human adaptation.”

“Covid-19 affected the lives of every American and lives around the world,” Judicial Watch President Tom Fitton said. “To prevent a recurrence, we need the facts.”

Judicial Watch has actively sought answers to key questions about Covid-19.

 In March 2026, Judicial Watch sued the U.S. Department of Defense for records on funding proposals submitted to the Defense Advanced Research Projects Agency (DARPA) Biological Technologies Office prior to the Covid-19 outbreak. The Biological Technologies Office was launched in 2014.

In June 2025, Judicial Watch sued the War Department for all records regarding U.S. military personnel possibly contracting Covid-19 in October 2019 during the World Military Games in Wuhan, China. The lawsuit cited a December 2022 report issued by the Pentagon titled “Report to the Committees on Armed Services of the Senate and House of Representatives: 2019 World Military Games” which states that seven “service members who attended the games exhibited Covid-19-like signs and/or symptoms” during the time surrounding their attendance at the games.

In May 2025, Judicial Watch received records from the U.S. Department of Health and Human Services that revealed its plans to mandate Covid-19 vaccinations for 17 million health care employees and that only one of 4,682 claims for injuries and deaths due to Covid-19 “countermeasures” at the time was compensated.

Records uncovered in 2024 from the Federal Bureau of Investigation (FBI) through a FOIA request showed an April 2020 email exchange with several officials in the bureau’s Newark Field Office referring to Dr. Anthony Fauci’s National Institute of Allergy and Infectious Diseases (NIAID) grant to the Wuhan Institute of Virology (WIV) in China as including “gain-of-function research” which “would leave no signature of purposeful human manipulation.”

Records from the U.S. Food and Drug Administration (FDA) showed that a Pfizer study surveyed 23 people in 2021 to gauge reactions to its Covid vaccine booster before asking the FDA to approve it. 

Records from the Health and Human Services included the initial grant application and annual reports to the National Institutes of Health (NIH) fromEcoHealth Alliance, describing the aim of its work with the Wuhan Institute of Virology to create mutant viruses “to better predict the capacity of our CoVs [coronaviruses] to infect people.”

Health and Human Services records included emails of then-Director of the National Institutes of Health Francis Collins showing a British physicians’ group recommended the use of Ivermectin to prevent and treat Covid-19. 

Records from Health and Human Services regarding data Moderna submitted to the Food and Drug Administration on its mRNA Covid-19 vaccine indicated a “statistically significant” number of rats were born with skeletal deformations after their mothers were injected with the vaccine. The documents also revealed Moderna elected not to conduct a number of standard pharmacological studies on the laboratory test animals.

NIH records revealed an FBI “inquiry” into the NIH’s controversial bat coronavirus grant tied to the Wuhan Institute of Virology. The records also show National Institute of Allergy and Infectious Diseases (NIAID) officials were concerned about “gain-of-function” research in China’s Wuhan Institute of Virology in 2016. The Fauci agency was also concerned about EcoHealth Alliance’s lack of compliance with reporting rules and use of gain-of-function research in the NIH-funded research involving bat coronaviruses in Wuhan, China.

HHS records included a grant application for research involving the coronavirus that appeared to describe “gain-of-function” research involving RNA extractions from bats, experiments on viruses, attempts to develop a chimeric virus and efforts to genetically manipulate the full-length bat SARSr-CoV WIV1 strain molecular clone.

HHS records showed the State Department and NIAID knew immediately in January 2020 that China was withholding Covid-19 data, which was hindering risk assessment and response by public health officials.

University of Texas Medical Branch (UTMB) records showed the former director of the Galveston National Laboratory at the University of Texas Medical Branch (UTMB), Dr. James W. Le Duc warned Chinese researchers at the Wuhan Institute of Virology of potential investigations into the Covid issue by Congress.

HHS records regarding biodistribution studies and related data for the Covid-19 vaccines showed a key component of the vaccines developed by Pfizer/BioNTech, lipid nanoparticles (LNPs), were found outside the injection site, mainly the liver, adrenal glands, spleen and ovaries of test animals, eight to 48 hours after injection.

Records from the Federal Select Agent Program (FSAP) revealed safety lapses and violations at U.S. biosafety laboratories that conduct research on dangerous agents and toxins.

HHS records included emails between National Institutes of Health (NIH) then-Director Francis Collins and Fauci, the director of National Institute of Allergy and Infectious Diseases (NIAID), about hydroxychloroquine and Covid-19.

HHS records showed that NIH officials tailored confidentiality forms to China’s terms and that the World Health Organization (WHO) conducted an unreleased, “strictly confidential” Covid-19 epidemiological analysis in January 2020.

Fauci emails included his approval of a press release supportive of China’s response to the 2019 novel coronavirus.

The Anthony Fauci, COVID-19 origins cover-up runs ‘deep’ into our intelligence community

On her final day as director of national intelligence Friday, Tulsi Gabbard released damning declassified evidence accusing Dr. Anthony Fauci of causing the COVID-19 pandemic, engaging in a cover-up about the virus’s origins in China and lying to Congress about it.

Perhaps most disturbingly, he was assisted by the US intelligence community.

“It’s time you know the truth,” said Gabbard when she released “never-before-seen communications and documents exposing how Dr. Fauci provided millions in US taxpayer dollars to fund dangerous gain-of-function research at the Wuhan lab, worked with politicized elements within the Intelligence Community to suppress the truth about his actions and hide the virus’ lab-leak origins, and lied to Congress while under oath in 2024 … The tactics used to hide the truth are straight from the deep state playbook.”

Right on cue, two days after the bombshell release, on Sunday, the Washington Post ran a 9,000-word hit piece accusing Gabbard of taking instructions from a Hindu “cult leader” described in the headline as her “guru.”

It was a gratuitous exercise in guilt-by-association masquerading as an investigation, another tactic straight from the deep state playbook.

Meanwhile, the Washington Post did not publish a word about Gabbard’s Fauci revelations.

Nor, for that matter, did any mainstream outlet on the left.

Fauci protected

The same news organizations that helped cover up the origins of the COVID-19 pandemic, now overwhelmingly believed to have come from a leak from China’s Wuhan Institute of Virology, are still refusing to come clean. On liberal social media platform Bluesky, they’re still talking about wet markets and pangolins.

Meanwhile, Fauci, 85, receives a handsome government pension, holds a prestigious role as “distinguished university professor” at Georgetown University, and is showered with rich awards for “defending science.”

Gabbard’s revelations go some way to explaining the surreal disconnect.

Fauci is protected by the deep state and its tentacles, which extend deep into the media, academia and other reputation-enhancing institutions.

His “close relationships” with the intelligence community “shielded him from scrutiny as he wielded outsized influence,” said Gabbard.

“Fauci was the behind-the-scenes advisor who, alongside his hand-picked so-called experts, pushed the intelligence community to endorse a natural, animal origin to hide his dangerous gain-of-function research that he funded using taxpayer dollars.”

Gabbard, who had to leave the role due to her husband’s illness, did her best to fight for transparency against an array of forces in Washington that regarded her as a loose cannon and sought to shut her out.

But President Trump has installed bulldog Bill Pulte as her interim successor, despite the best efforts of the Senate to expedite the confirmation of Jay Clayton, the former SEC chairman whom Trump has named the next DNI. Trump intervened (ostensibly for another reason) to slow the process, giving Pulte time to look for more bodies.

Paul challenges pardon

Meanwhile, Fauci’s nemesis, maverick Republican Sen. Rand Paul, has again sent criminal referrals to the DOJ against Fauci for the 2024 alleged perjury that Gabbard detailed in her Friday dump.

Perhaps more significantly, Paul (R-Ky.) insists the 11-year blanket pardon President Joe Biden issued for Fauci, in his last minutes on his last day in office, should be challenged in court, both because it was signed with an autopen and because of its rare retrospective nature.

Curiously, Fauci’s pardon stretches back to the exact date of Hunter Biden’s retrospective blanket pardon — January 1, 2014 — and encompasses his oversight of NIH/NIAID funding of gain-of-function research at the Wuhan lab, via the New York-based cut-out EcoHealth Alliance.

The now-defunct EcoHealth was a nonprofit supposedly devoted to predicting future pandemics, situated in a nondescript Manhattan office building. Its enigmatic founder, Peter Daszak, received millions of dollars in various grants from Fauci’s outfit, but his biggest donor was the Department of Defense, which gave him more than $40 million for the purpose of “combating weapons of mass destruction.”

Back in August 2021, I was told by a former EcoHealth employee, who requested anonymity, that Daszak had been “approached by the CIA in late 2015” to help access the Wuhan lab, believed to be a Chinese military operation.

Daszak later told House Oversight Committee Chairman James Comer (R-Ky.) that he had been contacted by the CIA and other intelligence agencies, although he didn’t say when.

If the intelligence community knew about the dangerous gain-of-function research on bat coronaviruses at Wuhan, did it know about evidence of a potential leak as early as August 2019?

That was the start of a dramatic increase in car traffic around major hospitals in Wuhan, in the late summer and fall of 2019, long before the outbreak was reported to the world.

A Harvard Medical School study published in June 2020 found that aerial images captured by private satellites of five Wuhan hospitals suggested a health crisis was underway at the time.

Traffic and parking lot volume were compared with the same period in 2018. There was “a steep increase in volume starting in August 2019,” says the paper, “culminating with a peak in December 2019,” the date of the first confirmed COVID-19 case.

Between September and October 2019, five of the six hospitals showed the most traffic, “coinciding with elevated levels of [Chinese search engine] Baidu search queries for the terms ‘diarrhea’ and ‘cough.’ ”
